When a child is removed from the Custodial Person (CP) and is placed in Oklahoma Department of Human Services (DHS) custody, update appropriate screens to stop issuance of child support payment to the CP. Once the Family Group Number (FGN) is cross‐referenced with the foster care medical case or Temporary Aid to Needy Families (TANF) case, the child support payment will be retained by DHS if foster care or child‐only TANF monies are being expended.
IV‐E Foster Care (F case type) cases
Cases in which:
- A child is removed from his/her own home or a relative’s home and is subsequently placed in temporary or permanent DHS custody, due to a judicial determination that continuation in the home would be contrary to the child’s welfare; and
- The resources of the home from which the child was removed meet eligibility requirements of Aid to Families with Dependent Children (AFDC) benefits based on AFDC policy in effect on July 1, 1996.
Non‐IV‐E Foster Care (E case type)cases
Cases in which the child is in temporary or permanent DHS custody, and the home from which the child was removed does not meet the eligibility requirements for IV‐E Foster Care.
Oklahoma Support Information System (OSIS) reads blocks F130 and F131 on the Family Support case (foster care medical case) through the PS2 Interface to obtain custody status. However, when these blocks are not updated or the case is not cross‐referenced correctly problems are created. For problems associated with the F130 or F131 blocks, you need to contact the Custody Specialist associated with the deprived case.
Most foster care/deprived cases are cross‐referenced with the foster care medical case. The majority of the time the case type will be F or E. The F or E case type is tied to the F130 block on the EF screen (see Codes and Definitions for OSIS Blocks F130, F51, and F48). F and E case types identify the funding source and direct what source will be reimbursed for the foster care time period. However, not all foster care time periods will be identified by an F or E case type as explained in the Kinship Placement section.
To access the F130 and F131 blocks:
- From the CM screen, beside Next, enter EEF (space) and the person number of the child you wish to view (e.g., EF 06).
- The EF screen will appear beginning with the F12 block.
- Press Enter twice too view the F130 and F1131 blocks as seen below.
The following F130 codes are used frequently on deprived cases:
- 05
- Temporary Legal Custody, Child Welfare
- 06
- Permanent Legal Custody, Child Welfare
- 50
- Child Included In Open TANF Or Title XIX Case But Remains In OKDHS
Custody And Resides In His/her Own Home (used for trial reunification) - 51
- Child Included In Open TANF Or Title XIX Case, But Remains In OJA Custody And Resides In his/her Own Home
- 52
- Child Included In Open TANF Or Title XIX case, But Remains In Tribal
Custody And Resides In his/her Own Home - 98
- Child Is No Longer In Custody Of State Or Tribal Child Welfare Agency (used for permanent reunification)
Several placement types can be associated with an E or F case type. Placements include:
- Shelters
- Therapeutic placements
- Hospitals
- Behavioral facilities
- Approved foster homes
When the case type is E or F, child support payments are automatically retained.
