Limited Services: Deceased NCPs and Case Building

The Case Initiation Center (CIC) is responsible for initiating, or building, all new CSS cases. Cases are initiated through applications requesting services, TANF, foster care or medical (Title IVX) referrals, or intergovernmental referrals. CIC conducts the initial case research to ensure a case is properly built with the most accurate information.

When CIC has been informed that an alleged NCP is deceased, CIC will attempt to confirm the death and update the case appropriately.

When an AOP has been received and the NCP is deceased. CIC will build the “shell” or 01 status case as usual.

When an application is received requesting paternity establishment and the alleged father is deceased, CIC will open that case in 02 status as usual.

When an application is received requesting a case against a presumed or legal parent and the NCP is deceased, CIC will not process the application, and will send the CIC1 Form informing the applicant their application cannot be processed and why. The same will apply if the deceased NCP is the mother.

We should not receive TANF, Foster Care or OHCA referrals when an NCP is deceased depending on how the deprivation coding was updated at intake. If we were to receive a referral and the NCP is deceased, CIC will notify the district office by email and provide any available verification of the NCP’s death such as an obituary, death certificate, internet search information or DPS/SSA death confirmation. If the referral case has an existing FGN in either 01 or 04 status, CIC will not change the case status. Those cases will remain in status 01 or 04, and the office will review to determine the appropriate action. If the referral case does not have an existing FGN, CIC will build an 01 status or information only case, delete any auto-updated addresses, cross reference any active assistance cases to the CP and child(ren), they will update the case status as 04 (closure) and reason 04 (NCP deceased) before sending to the office.

When an Intergovernmental referral is received requesting limited services for a deceased NCP, CIC will process the referral and open the case in 02 status.

When an Intergovernmental referral is received requesting full services for a deceased NCP, CIC will not process the referral and the packet is returned to the requesting state.
