The Department of Defense (DoD) Entitlement Request on the Child Support Portal may be used to find detailed military entitlement information for active-duty military and reservist participants in IV-D cases.
The information provided will be equivalent to the contents of a Military Leave and Earnings Statement. It will provide detailed information about base pay, bonus pay, and entitlement payments to non-custodial parents, putative fathers, and custodial parents who are active duty and reservist in the military. It will also provide the service members’ address. This information is only available on the Portal.
A response should be received in about a week. If no response was received it could be because the person is a military retiree, and they do not receive entitlements. For military retirees, they use the NDNH to find information. You will also not receive a response if the participant is not registered on the FCR in an open IV-D case for your state, does not have a verified SSN on the FCR, or has a Family Violence Indicator set.
If you are having difficulty in getting a military member served through the address, there are alternatives that you can try. Check to see if we have an email or phone number for them and contact them that way. You can then verify the address and send the documents for service or send the documents directly to the person and have them sign the waiver of service.
If you have tried these methods and still are not able to serve the party, you can go through the military chain of command for assistance. Usually contacting the parties commanding officer for assistance will usually result in cooperation and you will be able to get them served.
