CP Noncooperation on NCP Applicant Cases

When the non-custodial parent is the applicant for services and the non-applicant custodial parent is non co-oped, CSS follows the next steps:

  1. Exceptions include good cause due to family violence concerns. Please consult with the PATHS team before closing the case for this reason.
  • If family violence is suspected, CSS staff consult with the Family Violence Coordinator regarding the next steps.
  • CSS staff proceed when there is an action available to encourage the nonapplicant CP to comply.

What are examples of non co-op?

  • CP fails to pin debit card after multiple attempts
  • CP fails to return the Parentage Questionnaire (P04) after multiple attempts (as outlined in OAC 340:25-5-176 ITS 4).
  • CP fails to return other requested documents.
  • CP fails to appear with the child(ren) for genetic testing.

If family violence is a concern and the CP is in fear of their life, we don’t want to place these custodial parents in non co-op. Before doing so, please consult with the Family Violence Coordinator to determine if there is any action CSS can take to encourage non-applicant CP to comply.
