45 CFR 303.11 Case closure criteria
When a case is open but currently uncollectible (or Status 10 cases), all automatic enforcement and establishment procedures are stopped. Cases that are currently uncollectible are given a review date based on the reason.
Note: These cases are open but also have a reason why they are currently uncollectible with a date by which the case worker/attorney should review the case. The cases are included as open cases in the Performance Measures report for each office.

If an open case does not meet one of the reasons above, the case should probably be open for establishment or enforcement of a child support order or closed depending on the circumstances of the case.
