While the following are not necessarily considered overpayments, the scenarios do occur and may require action.

  • Custodial Person (CP) alleges Electronic Benefits Services (EBS) card has been lost or stolen

Advise the CP to contact the EBS vendor immediately to report the case as lost or stolen and have a new card issued.

  • CP is deceased

For monies that issued to the EBS card prior to the CP’s date of death, the funds on the card become part of the CP’s estate. Child Support Services (CSS) does not have authority to remove the funds from the card.

For monies that issued to the EBS card after the CP’s date of death, contact the Center for Finance and Budget at CSS.DebitCardRequests@okdhs.org and request that the funds after the date of death are returned to CSS. If the funds are still available, they will be returned to CSS and handled appropriately. This return process could take up to two weeks.
