Direct Enforcement of Foreign Orders Without Reciprocity

CSS does not need a reciprocal agreement (state, federal or Hague convention) to register and enforce a foreign order from a non-treaty or non-foreign reciprocating country (i.e. Mexico, Venezuela).  If an applicant for services or receiver of state assistance that requires a child support case (TANF or SoonerCare) provides us that foreign order, we can proceed. We only need some kind of reciprocal agreement if the child support agency in that other country wants to send or receive intergovernmental cases with us.  If the tie is between us and the customer directly, then no reciprocity agreement is required.

CSS suggests the local office immediately review the case for modification as international orders may not contain medical provisions or child support guidelines. Modification will also give Oklahoma controlling order status which may be beneficial later in the case if one of the parties leave the state.
