Below is a glossary that defines commonly used juvenile terms.
- eKIDS
- eKIDS provides inquiry-only access to certain information in the KIDS system used by Child Welfare.
- Kinship Placement
- When a child is placed with someone related by blood, marriage, adoption, or an emotional tie or bond. This placement could be non-funded, funded by TANF, or funded by foster care.
- Certified Foster Home
- Caregivers have met the requirements for state certification to house and care for foster children.
- Guardianship
- When a non-parent is granted court ordered custody and the responsibility to care for a child. This action can take place in juvenile or district court (not initiated by CSS).
- Supported Guardianship
- The state is paying the guardian to support the child.
- Non-supported Guardianship
- The state is not paying the guardian to support the child.
- Custody Specialist
- The Child Welfare employee who is responsible for opening the foster care medical case and entering custody information from the Child Welfare case to PS2.
- Child Welfare Specialist
- Worker responsible for providing information and making recommendations to the court regarding placement, treatment plans, and visitation.
- Trial Reunification
- Child placed with one or both of the parents once the court determines that the parent(s) has made sufficient progress on their treatment plan. However, the juvenile case (deprived action) remains open and DHS retains legal custody.
- Relinquishment of Parental Rights
- The parent voluntary severing of the parent-child relationship.
- Termination of Parental Rights
- The severing of the parent-child relationship by the State.
- IV-E Foster Care (F)
- A case that qualifies for the federally funded IV-E program. A case qualifies for federal funding when the income and resources of the home from which the child was removed meets the qualifications of the AFDC program using the rules in effect as of July 16, 1996 (the AFDC program preceded the current TANF program).
- Non IV-E Foster Care (E)
- State funded placement of a child(ren) removed from a home that does not meet the Federal
- IV-E participation requirements.
- Foster Care Maintenance Payments
- Payments issued to foster parents for care of children placed in their home.
- Start Up Stipends
- A one-time kinship payment that helps offset initial expenditures for children placed in their home. These issuances are not included in the foster care unreimbursed assistance (URA) calculation.
- Training Stipends
- Payments issued for participation in foster care certification training. One payment is issued upon enrollment and the other is issued once the training is complete. These issuances are not included in the foster care URA calculation.
- Foster Care Medical Case
- A medical case opened through DHS (C/H case) when the children are placed in foster care. Usually the child(ren) will be the only participants on the C/H case, however, if adults are listed on the case, they will have an R listed in the PAY REL column. The relationship of the child(ren) will be listed as ‘C’ or 4. These cases result in E or F case types displayed on CSML.
- ‘Other OCSS’ CP
- When the child is physically removed from the custodial parent (biological or adoptive only) and placed in DHS custody, resulting in that current custodial parent being the NCP on a companion case, ‘Other OCSS’ is added as a CP on the companion case.
- Bypass Flag Update
- CHB Update) This OSIS update, completed by the Center for Finance and Budget (CFB), prevents PS2 interface information from updating the case types on CHU.
- Deprived Action
- A juvenile or foster care action taken by Child Welfare
- AWOL
- A child has that has left their foster care placement without authorization.
- Change in Placement Forms
- A form completed by Child Welfare to notify CSS (and other entities) that a child has moved from one place to another. District Offices should always receive these forms per Child Welfare Policy (OAC 340:75-6-86 (a) (8)).
