Filing a Complaint with the Civil Service Division

The Civil Services Division (CSD) mediates and hears State of Oklahoma employee complaints. The CSD will hear mediations stemming from the following disciplinary actions:

  • Written reprimands
  • Punitive transfers
  • Suspension without pay
  • Involuntary demotions
  • Terminations

No other types of complaints will be handled by CSD.

All complaints must be filed online with CSD within 10 business days of the date of disciplinary action.

The process for a written reprimand to be mediated with CSD is:

  • If filed timely, a mediation session will be held with the employee and agency representative A mediator will help the parties explore remedies towards a resolution.
  • If a resolution is reached, a mediation agreement will be created, and the process ends.
  • If a resolution cannot be reached, the complaint will be dismissed, and the process ends.

The process for punitive transfers, suspension without pay, involuntary demotions, and terminations with CSD is:

  • If filed timely, a mediation session will be held with the employee and agency representative. A medicator will help the parties explore remedies toward a resolution.
  • If a resolution is reached, a mediation agreement will be created, and the process ends.
  • If a resolution cannot be reached, the complaint will be heard through the prehearing and hearing process. An administrative law judge will decide the outcome based on the evidence and testimony.
