eIWO (electronic income withholding order) is a digital alternative to the paper-based wage withholding order. It uses a record layout on the computer to transfer electronic data directly to the employer. The main goals for eIWO are to reduce operating costs, improve customer service, and increase child support collections. eIWO can be used with both public and private employers.
eIWO Processes and Screens
Worker-requested Documents
We can access documents from CSCD to request income withholding orders¬¬—EIWOTU, EIWOIU, EIWOAU—which function exactly like their physical counterparts—NOIAIU, NOIAAU, and NOIATU. The electronic documents are set up as if to host print, but will electronically transfer.
Modified Screens
An eIWO document cannot be created without including the FEIN. Instead, an error will be returned. In addition, if an eIWO is requested using an invalid FEIN, a new message will be created from ALC.
IAI
IAI will display ‘ELECTRONIC’ when there is not a paper document to be mailed. There will also be a status next to the type of document. If the document was paper ‘MAILED’ will display and the status of the mailing (Selected, Printed or Pulled) with the pull code. If the Electronic copy is sent the ACCEPTED or REJECTED message will
not show until we get a response from DFAS.

CIRI will display ‘ELEC’ when an eIWO document has been transmitted.

DOCL
As with paper NOIA documents, we will not allow the CSEIWO documents to be pulled using DOCL. NOIA and electronic documents, including CSEIWO documents, use the same pull-request process. User-requested documents are electronically sent the next day, rather than the two-day waiting period on IANI/IAMI. Therefore, if a mistake is made a pull request must be made immediately.

eIWO Messages
Rejections of the eIWO will be displayed on the IANE screen (Income Assignment Notice Error) and as a case log message upon receipt of the response file from DFAS.
When a record (NOIA) is accepted a Case log message will be inserted that states:
“EMPLOYER FEIN 999999999 WAS ACCEPTED BY EIWO ON MM/DD/YY”
When a record (NOIA) is rejected a case log message will be inserted that states:
“EMPLOYER FEIN 999999999 WAS REJECTED BY EIWO ON MM/DD/YY FOR
REASON X-(REASON)”
When a record (NOIA) is terminated a case log message will be inserted that states:
“EMPLOYER FEIN 999999999 WAS TERMINATED BY EIWO ON MM/DD/YY
EMPLOYER TERMINATE DATE WAS ADDED AND EMPLOYER PUT TO LAST
KNOWN”
When a record (NOIA) is already on file with the FEIN a case log message will be
inserted that states:
EMPLOYER FEIN 999999999 WAS REJECTED BY EIWO ON MM/DD/YY
REASON ALREADY ON EIWO FILE ACCEPTED BY OSIS’
