We recently received an application that was completed and signed by a Public Guardian for the NCP. The NCP is an alleged father and receives SSI. Can we process this application and work the case?
Answer:
In general, federal regulations require that we accept any application and open a case. Because there isn’t anything in federal regulations or policy that prevents CSS from providing IV-D services, we need to accept the application – even though it was submitted by the NCP’s Public Guardian – and open a case. (Because of the NCP’s situation, this will probably mainly involve establishing paternity.)
