A cash medical erroneous overpayment (EP CM) occurs when a custodial person (CP) receives payments issued by Child Support Services (CSS) that should have issued to Oklahoma Health Care Authority (OHCA). Prior to disbursing an overpayment, CSS conducts a case review.
If CSS issues cash medical to the CP while they are on Medical, determine whether the private principal and interest (P&I) balances are more than the EP CM overpayment amount:
- If yes, do not build a cash medical overpayment. Offset the erroneous issuances against private P&I balances and leave OHCA balances intact.
- If no, and there are private balances, apply the payments to private arrears until they are paid in full. Build the cash medical overpayment obligation for the remaining payments. If there are no private balances, build the EP CM overpayment for the entire amount.
How to Create a Cash Medical Erroneous Overpayment
EP CM Overpayments are built at the district office level.
- After realizing:
- A CP received cash medical support while certified for Medicaid benefits
- After completing the arrearage computation (A/C), it is determined that there are not sufficient private P&I balances to offset the EP CM.
- Build the overpayment in OSIS using the OPR functionality for cash medical overpayments.
When child support payments are received, all or a portion of future issuances are used for recovery.
Note: If the non-custodial parent (NCP) paid the CP cash medical directly that should have issued to OHCA, an overpayment will not be created. CFPA will be updated against private balances first, then cash medical balances in order to give NCP credit for payment. This is done in order to leave as many assigned cash medical balances available for collection as possible. If there are insufficient private balances, give the NCP credit against cash medical balances, however, an overpayment will not be created (per OHCA directive). CSS does not create or recover an overpayment when cash medical support was distributed to a CP and the Oklahoma Health Care Authority retroactively certifies medical assistance.
