In the past, there was no statewide agreement on how to handle Conditionally Assigned balances (D/DC) when the case was only open for the collection of state balances only due to CP case closure or waiver.
One practice was to convert the Conditionally Assigned balances to Permanently Assigned balances (Z/ZC) so they would retain. The other practice was to remove Conditionally Assigned balances because they would issue unless collected through IRS offset.
As of 08/13/14 Conditionally Assigned balances will be handled based on the scenarios below:

**While orders offsetting future support are technically contrary to Oklahoma law, they do occur.
Remember: When a CP reopens the case without a previous waiver, the worker will not only add D/DC balances to the case; the worker will also add any permanently assigned balances (C/CC/Z/ZC) that were previously removed to reduce balances to the URA amount.
