Intergovernmental Reference Guide (IRG)

The Intergovernmental Reference Guide (IRG) contains Policy, Profile and Contact information for States, Tribes or International entities when available.   The IRG provides many contact phone numbers, & e-mail addresses to individuals in County, State, Regional, International and Tribal child support offices along with Program-At –A –Glance Q&A for other participating IV-D programs.

There are several ways to access the IRG—the OCSS IRG Website, the IRG State Map, and through the Child Support Portal (CSP).  The OCSS IRG website is a good first choice to access information about current “foreign reciprocating countries” and “foreign treaty countries” and to find International FIPS Codes.

  • OCSS IRG Website – Simply select which entity (State, International, Tribe) for which you would like to know more information and press the Go button. Access a short OCSS IRG Website Training Guide especially focusing on international [insert link to OCSS IRG Website Training Guide.pdf where indicated by underline].  The Training Guide tells you how the website works for all entities (State, International, Tribe, OCSS) and also how to interpret the Location Code – Country and the Province/Jurisdiction fields to discover the International FIPS Code.
  • IRG State Map – Click on  any state or U.S. Territory you wish to know more about and a Profile about the State will appear. The 14 profile sections (A through N) for a state or territory will usually consist of the following information, but a few only include contact information and 3 territories do not have any information:

    5. Statute of Limitations
    6. Support Details
    7. Income Withholding
    8. Paternity

  • Access the IRG through CSP (Child Support Portal) – Log in using your DHS U# and current DHS network password
