If a requester is asking for a copy of official CSS rules should direct the requester to https://rules.ok.gov/code.
Staff should not directly link the rules in CSS infonet to anyone outside the organization.
Because it may be difficult for a external requester to access policy on the secretary of state’s website, alternatively staff may include a downloaded copy of rules or ITS as directed below.
Guidance on Instructions To Staff (ITS)
Instructions to staff are statements of internal CSS procedure and are not generally appropriate to send to customers and outside organizations. Unlike rules, instructions to staff don’t have the same legal effect or public impact.
CSS staff should not include ITS unless the office manager, managing attorney, or state’s attorney determines the clarification in ITS is necessary to respond to the external requester.
How to Download and provide rule and ITS guidance to External Requester
When providing an external requester a DHS CSS Rule/policy or ITS from our internal CSS Policy use the following guidance:
Access the appropriate rule from the CSS Policy – Home.
- Download the rule page, or copy/paste the appropriate rule provision and ITS into your materials.
- If copy/pasting, to preserve formatting download and open the pdf with Adobe Acrobat and select “copy with formatting”.
- The following standard disclaimer must be included above all copies of policy or ITS provided to parties outside the organization:
