Disabled & Delinquent Placements

  • CSML displays an ‘E’ case when cross-referenced with the foster care medical case
  • If case existed prior to foster care time period, CP will remain tied to the child and custody on CHU will be updated with ‘DHS’
  • Current support is retained
  • Non IV-E is considered Never Assigned, however it will retain for reimbursement to the State

  • ‘Other OCSS’ may be added as a CP in limited situations

Kinship Placement
  • Change in Placement Form or other notification from Child Welfare

Kinship placements can be:

Non-Funded:

Foster Care:

  • CHU is updated to show DHS custody
  • Current support is retained (E/F)
  • If funded through TANF or foster care, an E or F case type should be present on CSML, even if foster care benefits are not being expended.
  • For all types of kinship placement, balance and/or receipt adjustments may be necessary.
Shelter/Facility Placement
  • eKIDS/KIDS placement screen
  • Notified by a customer
  • CHU is updated to show DHS custody
  • Current support is retained (E/F)

 

  • Shelter and facility placements are treated the same as other foster care cases.
  • The Foster Care Inquiry tool cannot be used for shelter/facility research because these placements are not included in the information. The worker must use eKIDS/KIDS to verify these placements.
ICW (Indian Child Welfare)
  • Receive call from the tribal worker
  • Notified by a customer
  • Court hearings
  • eKIDS/KIDS research
  • Put case in 06 or 08 status for collection of past due balances or review for closure
  • It is possible to see “Tribal Approved Placement,” but this does not necessarily mean that the children are in ICW custody. It could mean that the children are in state/federally funded foster care. Verify this using eKIDs or Foster Care Inquiry.
  • Because these cases are rare, not much is known about ICW services and how it works
ICPC (Interstate Compact on the Placement of Children – out of state placement)
  • eKIDs/KIDS
  • Foster Care Inquiry Tool
  • Notified by a customer
  • Change in placement form
  • Court hearing
  • Because there is not a foster care medical case, CSML will not show E or F (even if payments are being expended).
  • If foster care maintenance payments are being expended, contact CFB to set bypass (CHB) flag so that E or F case types can be updated and current support can be retained.
  • Balances and/or receipt adjustments could be necessary.
Trial Reunification
  • Change in Placement Form or other notification from Child Welfare
  • eKIDS/KIDS
  • Notified by a customer
  • Ensure the F130 block is updated to ‘98’ by custody specialist
  • Make any necessary obligation/CHU updates to all related cases (more than one case may exist for the child – one against mother and one against father)
  • Current support will issue to the CP, unless they are receiving TANF
The F130 block is key for case type updates and current support issuance. If the F130 block does not show code ’98,’ current support will continue to retain E/F balances.
Guardianship/Supported Permanency
  • eKIDS/KIDS
  • CM screen – CK/A under benefits/status
  • BN1 screen – EW/CK
  • CSML will display a C case type
  • Notified by a customer
Guardianships can be:

Supported Permanency:

  • Guardian is added as a CP
  • Separate obligation is built
  • Current support is retained (C)

Non-Supported Permanency:

  • If not already on the case, Guardian is added as a CP (if application is received)
  • Separate obligation is built
  • Current support is issued
  • For both types of guardianship, review receipt history to determine if a Finance Action Request should be sent to adjust receipts.
  • There are no system notifications for non-supported guardianship
Adoption
  • eKIDS/KIDS
  • Notified by a customer
  • Viewed on the quarterly finalized adoptions report (DHS adoptions only)
One child on a case:

  • Update CHU screen with date of adoption and removal reason 07
  • Review case for transfer to 04, 06, or 08 status

Two or more children on a case:

  • Update CHU screen with date of adoption and removal reason 07
  • End current support for the adopted child only
  • Review court order to see if current support should be updated for other children (all child/per child)
  • Send any amended or terminated IWOs prior to CHU screen updates
  • Balance and/or receipt adjustments may be necessary.
