The Oklahoma Lottery Commission (OLC) receives case referrals from Child Support Services (CSS) on any case with past due balances of $150.00 or more to be matched against lottery prize winnings of $5,000.00 or more for intercept. This amount changed from $600.00 to $5,000 in early 2024 per request of OLC.
This automated process allows OLC to access the online debt inquiry process (LOTI) to determine if a lottery winner owes a child support debt. The process allows for matching with overpayment debt for custodial parents as well as non-custodial parents.
(Note: the previously used GAMEL display/screen is obsolete since CSS/OLC no longer save the daily debt to a file.)
Per OLC policy, the offset funds will be sent to CSS within 3 days of the date of the actual offset. These funds will be logged to case UNDL with distribution code/payment type of S/LI (regular NCP level intercepts) or E/LI (for overpayment intercepts).
Notices of Intercept are automatically generated from CSS to the NCP (or their attorney of record), or in the case of overpayment, the CP. The obligor has 10 calendar days from the date of the notice to file a request, in writing, for administrative review. If no administrative review is requested, the district office may log the offset after the 10-day period has expired.
Emails containing notice of intercept are generated to the *ocss.lottery.intercept@okdhs.org and the caseworker associated with the FGN and offset. A case log is created as well noting the offset occurrence.
