Medical Enforcement Only (MEO) Eligibility Checklist

Below is a helpful checklist to use when determining whether or not a case is eligible for MEO status:

If all of the boxes of this checklist can be checked, the case is eligible for MEO.
If all of the boxes of this checklist cannot be checked, the case is not eligible for MEO.

☐The family (child only or child and CP) is receiving non-TANF SoonerCare.

☐There is an active support order with a proper medical support provision.

☐There are no state balances owed on ANY of CP’s cases.

☐No children on the case are in a deprived or delinquent juvenile court action.

☐The child support order contains an order for health care coverage that is in effect, or it provides for cash medical (CM) support in the amount of $0.00.

It is important to remember that using the MEO process outlined above is the only appropriate means by which to place a case into MEO status. If there is a current child support amount in the order, it is not appropriate to build the obligation as a $0 order with only CM charging.

Exceptions to MEO Status

CSS opens a full-service case when CSS receives a non-TANF SoonerCare (Medicaid) referral, as defined in OAC 340:25-5-117, from the Oklahoma Health Care Authority (OHCA) and:

    1. assigned court-ordered child support is owed per  OAC 340:25-5-117;
    2. the child(ren) is in a deprived or delinquent juvenile court action;
    3. assigned cash medical support is owed per  OAC 340:25-5-117;
