Oklahoma Child Support Services (CSS) is mandated to establish and/or enforce medical support by administrative or judicial means for every minor child included in a CSS case. The medical support order may require noncustodial, custodial, or biological parents (NCPs, CPs, or BPs) to enroll their child(ren) in available health care coverage through a parent’s employer or other available group health plan, private health care coverage, group plan through another source such as a third party custodian or spouse, other benefits such as Indian Health Services (IHS) or TRICARE through the Defense Eligibility Enrollment Reporting System (DEERS), or the court may order Cash Medical (CM) Support.
CSS is required in all IV-D cases to:
- establish an order for medical support;
- gather information about the health care coverage and provide that information to the custodial person (CP); and
- enforce the order for medical support.
Federal Performance Measures have been proposed for medical support enforcement. The Office of Child Support Services (OCSS) does not yet link compliance with the establishment and enforcement of medical support orders to the payment of incentives to states. However, the state of Oklahoma anticipates a link to incentives will occur.
