Returned Finance Action Requests

Below are common reasons a Finance Action Request might be returned to the submitter:

  • Balance issues:
    • Balances do not match the arrearage computation (A/C)
    • Interest is not typed
    • Credit balance:
      • Not built
      • Built on incorrect balance category (current support, judgment, arrears, interest)
      • Built on incorrect case type (C, P, etc.)
  • A/C issues:
    • Did not balance to OSIS
    • Incorrect time frames or amounts owed (‘SetAmtOwed’ tab)
    • Double-pasted payments from CFRRP
    • Incorrect or unclear adjustments on ‘CsiAdj’ tab
    • Separate custodial person (CP) A/Cs do not balance to master A/C
  • IRS refund: Invalid SSN – worker must refer to Center for Coordinated Programs (CCP) first for approval
  • Direct payments not added to CFPL
  • Conflicting information on obligation and A/C
  • Overpayment time frame included IRS issuances to custodial person (CP) (01/01/08-01/07/11). During this time, IRS intercepts that applied to interest were issued to the CP regardless of the interest balance type. Because this was Child Support Services (CSS) Policy at the time, we cannot penalize the CP for these issuances.
  • The Center for Finance and Budget (CFB) cannot verify the overpayment amount – will return for A/C or order
  • More than 10 payments need adjusting for:
    • E>F, F>E
    • Resolved duplicate Family Group Number (FGN)
  • Not following custody policy (CP with custody on the 1st date of the month = full month)
  • If current support should have ended, but next month’s support has not been removed (next month’s support posts up to ten days prior to the first of the next month)
  • “Other OCSS” being used as a CP incorrectly

FARs that do not meet these specifications will be returned to the submitter along with the reason for the return. If needed, a new request must be submitted once necessary updates are made.
