An Employer tax ID is also known as a Federal Employer Identification Number (FEIN). These numbers are generated by the IRS so that employers can report their employees’ wages. There are also State EINs (SEIN) issued by a state’s Secretary of State, but they are not used to add employers to a case.
A FEIN is used to identify a business entity. All businesses that withhold taxes from their employees’ pay must have a FEIN, and will usually have a SEIN if they have employees in a particular state.
Prior to 2001, the EIN Prefix (the first two digits of an EIN) indicated the business was located in a particular geographic area. In 2001, EIN assignment was centralized to three IRS campuses. As a result of the centralization effort, the EIN prefix no longer has the same significance. The EIN prefix now only indicates which campus assigned the EIN.
The APEI (Absent Parent Employment Information) screen displays a non-custodial parent’s employment summary and sometimes data concerning occupational titles, as well as whether the NCP has applied for and/or is collecting unemployment insurance benefits or Social Security benefits. This information is provided through downloads from the Federal Quarterly Report (FQW) or the Federal New Hire Report (FNH) or through the Social Security system. The CPEI screen does the same for the CP.
If a caseworker is notified that an NCP has retained new employment, the best way to add that employer is to email EmployerAddressRequest@okdhs.org. The Employers’ Service Center (ESC) has several tools to find the correct employer, FEIN, and address. You can add the employer to APEU by populating the appropriate field with the employer’s name. If you know the correct nine-digit EIN and address, you can add the FEIN to another field and OSIS will populate the employer & address. If verification is not entered, an L05 will issue. For the system to generate an Income Withholding Order (IWO), the employer needs to be updated using a “V” as verified, and a verification date should be entered to ensure that the IWO issues. If there is any question if you are adding the correct employer and FEIN, please use the EmployerAddressRequest@okdhs.org email address and request that ESC add the employer.
If the employer’s address has Invalid delivery point, please email EmployerAddressRequest@okhs.org. If the address is marked “HAND MAIL ONLY”, the documents must be hand mailed. These are usually foreign addresses, and OSIS cannot process these correctly.
