Elements of WebFocus

The Government Performance and Results Act of 1993 required federal programs to set goals and measure results by establishing strategic plans.  The Office of Child Support Services (OCSS) and state partners developed a National Child Support Enforcement Strategic Plan by consensus with a vision, mission, goals and objectives.  The plan includes three major goals for the child support program

  1. All children have paternity established
  2. All children in the program have financial and medical support orders established
  3. All children in the program receive financial and medical support from both parents.

WebFocus helps CSS access elements from this strategic plan on many levels:

  • Performance Measures
  • Improvement Projects
  • Focus on Measures and Actions

After development of the National Child Support Enforcement Strategic Plan, States and OCSS worked together to develop specific performance indicators that could be used to measure the program’s success in achieving the goals and objectives.  In the past, the incentive system focused on only one aspect of the IV-D program—collections.  The Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (PRWORA) recommended a new Incentive Funding Program using performance measures in the National Strategic Plan. States compete for money by improving scores based on the system.

The WebFocus  Performance Measures include:

  • Paternity establishment
  • Child support order establishment
  • Collections on current support
  • Collections on arrears
  • Cost-effectiveness
  • Medical (not yet tied to federal incentives)

The WebFocus Dashboard is meant to be informative and useful for everyone as it features the ability to look as Statewide, Regional, Office and even Worker level information.

The dashboard contains a total of 87 possible lists which include information on:

  • Cases with and without an employer
  • Performance Measures
  • Unordered cases
  • Ordered cases
  • Stratification Categories
  • Actions recently taken

The WebFocus Super Reports provide a large number of data elements and breaks them down into reports that target cases meeting certain criteria.

The Right Sizing Orders project has a Super Report that specifically helps offices identify cases that meet designated criteria for certain types of modifications.

The Report Library holds various CSS reports that do not require a special application for criteria selection or report output.

When you pull a WebFocus report, please note that the data is updated on a monthly basis. The report runs the 22nd of each month and includes the data from the last day of the previous month. For example, a report run on November 22 has data through October 31 of the same year.
