All IV-E foster care cases have an Unreimbursed Assistance (URA) balance. When foster care payments are issued for a child, they are added to the URA calculation for the custodial person (CP) who had custody of the child prior to their removal by Child Welfare.
The foster care URA is entirely separate from the TANF URA and both are displayed on URASI (in OSIS). The URA balance is required by Federal Regulation, ยง302.52 (b) (4). Even though a URA balance is required, per this same policy, all amounts in excess of the URA balance are still retained by the State to serve the interests of the child.
Note: There is no need to request a foster care URA calculation for either IV-E or Non IV-E foster care because the state retains the full amount of support regardless.
