National Change of Address: Importing Addresses from Affiliated Computer Services

This portion of the National Change of Address (NCOA) process takes addresses from the ACS EPPIC system and updates OSIS. These addresses are referred to as Administrative Terminal (AT) addresses and can exist under three conditions.

  1. Every time the CP calls in, ACS confirms the current address with the CP and modifies the address if it has changed.
  2. If ACS receives returned mail, they will research and update the new address.
  3. Finally, it is possible for CSS staff to update the address directly.

All three conditions result in an “AT” address, and will be utilized in this process. No addresses from other OKDHS programs dealing with ACS will be considered in this process. A file of these address changes is received by OKDHS nightly.

To decide what addresses in OSIS may be updated with an AT address, the DCN will be used. If the DCN has more than one case and/or address type, all will be updated if they otherwise meet the defined criteria, including if the customer is both the CP and BP on a given case. For an OSIS address to be considered for possible update it must meet these conditions:

  • Only DCNs with a Child Support benefit linked to an EPC debit card or direct deposit account will be eligible
    • The DCN must have an electronic payment card (EPC) account (visible on OSIS EPACI, item 1 in the accompanying image.
    • The DCN must not be suppressed on the OSIS EPACI screen (item 2 in the accompanying EPACI accompanying image).
  • The same case statuses as used for Change of Address updates apply:
    For a CP or BP on a case, that case must be in status 01, 02, 06, 08, 10 or it can be a status 04 case with pass through (Non-IV-D case). For an NCP who must be a CP on at least one case, that NCP must have at least one case in one of the above statuses.
  • For a CP, they must not be suppressed on the EPCPI screen, as shown in item 2 the accompanying image.
  • It must be in the following address types: 01, 19, or 20.
  • If multiple address updates for the same DCN are contained in a single file, the most recent address for that DCN will be used for this pro

Whether an address will actually be updated in OSIS is decided with the following:

  • If the Occur Date (item 4 in the accompanying EPDCF screen) (or the File Date (item 5 in the accompanying EPDCF screen) if Occur Date is unavailable) on EPDCF is not newer than the OSIS verification date, the address will not be updated.
  • If the OSIS Type 20 address is an EBS blocked address (item 6 in the accompanying EPCPI image), the Type 20 will not be updated.
  • Only addresses that pass validation from Finalist will be used for updates.
  • The EBS address must be different from the current OSIS address.

The corresponding Address Type will be updated based on the next set of criteria. Any existing address will be moved to history. Address of Record (AOR) indications will move to history with their address. AOR and family violence processing will not be modified by this process. These updates will be run nightly after the job that receives the addresses from ACS.

  • The standardized address from Finalist will be utilized.
  • Long address lines will be handled the same as the other OSIS Finalist programs.
  • The updated address will be marked as verified.
  • The update date on the OSIS address will contain the date the address was actually modified. The verified date will contain the Occur Date or the File Date (please refer to the EPCDF screen).
  • The updated address with have a SOURCE (item 7 on the accompanying EPDCF screen) of “EBS”
  • The phone number from EBS will be placed in the Home Phone Number field, unless the EBS phone number is already in any of the phone fields.
  • International addresses (anything other than a blank or “USA” in the Country Code field,(item 8 on the accompanying EPACI screen) will not be added to OSIS, but may result in the type 20 address being marked as “invalid” with the message “EBS ADDRESS – FOREIGN ADDRESS, UNABLE TO UPDATE”. OSIS Type 20 addresses that are already in the current international format (with a zip code of 77777) or were previously marked “invalid” due to an NCOA return of “Moved, Forwarding Address is Foreign” will not be updated.

After an address has been updated in OSIS, Case Priority is updated for that case.

Any updates to OSIS addresses, including standardization or Locatable Address Conversion System (LACS) changes, will be processed via the normal address analyzer, and the address changes may be returned to EPPIC.
