A custodial person (CP)/payee may receive Temporary Assistance for Needy Families (TANF) for non-biological children in their home. The CP does not assign child support for children not included in the TANF case (for example their own children), however, the TANF will count towards their overall Unreimbursed Assistance (URA).
Example: CP has FGN with biological children, but is receiving TANF for a niece & nephew. In this case, the CP has 2 FGNs, one for the biological children & one for the niece & nephew. All FGNs for a CP must be tied to a single URA. This could require combining TANF expended for multiple TANF case numbers if the CP has previously been on TANF with their biological children.
The child support for the biological children will still issue to the CP unless they too are included in the TANF benefit. The child support for the niece and nephew on TANF is assigned to the State. If the CP later certifies for TANF with her biological children, any support assigned for both FGNs is applied to the CP’s single URA.
To recap, TANF expended for non-biological children is added to the CP’s URA; however, the child support for the CP’s own children is not assigned unless they too are receiving TANF.
